Sign in Spain, yes.

Not according to the scheme I made. In this instance, Catalunia is a region
of Spain. So the modifier follows would be sgn-ES-CAT; it's
Sign-in-Spain's-Catalunia

I don't know what the implications of hyphen - vs. low line _ in these
names are.
